2. Incentive Regime for Large Investments (RIGI)

The Incentive Regime for Large Investments (RIGI) is a strategic framework established by the "Ley de Bases" (Law 27.742/2024) to attract massive capital projects in key productive sectors. It offers a robust legal environment with 30 years of regulatory stability, ensuring that the tax, customs, and foreign exchange benefits remain unchanged for the duration of the project.

Key Investor Benefits
- Tax Incentives: Income tax rate reduced from 35% to 25%, accelerated depreciation of assets, and the ability to pay VAT through Tax Credit Certificates.
- Customs Advantages: Zero import duties on capital goods, spare parts, and components. Full exemption from export duties after 2 to 3 years.
- Foreign Exchange Freedom: Gradual exemption from the obligation to repatriate export proceeds (100% exemption by the 4th year) and unrestricted access to the exchange market for dividend payments and profits.
Access Requirements
To qualify, investors must establish a Single Project Vehicle (VPU) and meet a minimum investment threshold, generally starting at USD 200 million (with specific requirements of up to USD 600 million for certain oil and gas projects). At least 40% of the minimum investment must be deployed within the first two years.
Application Deadline: investment projects may be submitted for approval until July 8, 2026 (although an extension of one additional year, until July 8, 2027, is currently planned).
3. Bilateral Agreements

Argentina has a legal framework for the protection and promotion of investments, backed by international agreements that provide predictability and legal certainty to Canadian investors. These instruments aim to foster economic cooperation and prevent excessive tax burdens.
The main treaties currently in force between the Republic of Argentina and Canada are listed below:
- Foreign Investment Promotion and Protection Agreement (in force since 29 April 1993)
- Convention for the Avoidance of Double Taxation and the Prevention of Fiscal Evasion with Respect to Taxes on Income and on Capital (in force since 12 December 1994)
