This tender aims to contract the execution and financing of the expansion works for Section I of the 'Presidente Perito Francisco Pascasio Moreno (GPM)' Gas Pipeline. Its primary purpose is to increase the natural gas transmission capacity, which will enable the creation of incremental capacity and, eventually, additional optional capacity. The project also provides that the Awardee will be responsible for the operation and maintenance of both the existing infrastructure owned by Energía Argentina S.A. (EA) and the new expansion infrastructure. The overall goal is to mitigate natural gas shortages in Argentina, replace imports of more expensive fuels, and optimize the use of existing transmission infrastructure, thereby promoting the country’s economic and energy development.
General Goal
To strengthen the country’s energy supply, reduce reliance on costly imports of liquefied natural gas (LNG) and liquid fuels, and significantly improve Argentina’s trade balance and fiscal savings. Additionally, it seeks to encourage private investment and offer more competitive rates for end users, contributing to the development of the energy sector and the nation as a whole.
Specific Goals
Increase the natural gas transmission capacity in Section I of the GPM by 14 million cubic meters per day (MMm³/d) of incremental capacity.
Enable expansion with an additional optional capacity of up to 6 MMm³/d in Section I of the GPM, if there is third-party interest in contracting firm transmission capacity.
Consolidate the operation and maintenance of both EA’s existing infrastructure and the Awardee’s expansion infrastructure during the operation and maintenance period, which extends until the end of the incremental capacity term of fifteen (15) years. EA may choose to terminate this operation and maintenance relationship after ten (10) years.
Generate an estimated benefit for the trade balance of over USD 700 million annually and fiscal savings of around USD 450 million annually through the substitution of imports.
Replace LNG imports at the Escobar terminal and liquid fuels used for thermal power generation, especially in the Buenos Aires and Greater Buenos Aires area.
